I’ve always found that A314 goes down very well around politicians and that has included a minister from an ex-Soviet republic. Possibly the scariest and most in-control politico I’ve ever worked with!
And I would say to go for the oil - Its subtlety in effect and longevity are very important factors in helping it create the right impression.
I can further complement it with a little IH, which does help increase the trust/bonding factor but I tend to find that better in more social/public company. When the real work is needing done, its the A314 I rely on. 
Now, I’m afraid Russia is another country that AD does have problems delivering to. Do you have anyone in another country who can accept delivery and then forward it on as personal post?
