We may make an oil batch based on the results, but we definitely can’t test anything in oil. Oil bases are like writing things in stone. Batch sizes are larger, the bottles we send out are larger and more expensive, and oil itself has slow diffusion properties. Oil is best reserved for proven formula.
You can develop in a dosed spray format with an alcohol base, then move something to oil reliably. The main difference will be that oil will “mellow out” a successful spray mix. Oil is a very gentle format.
It’s very hard going in the opposite direction (from oil to spray format) Developing in an oil base proved itself to be a real problem with product like A314.
