You can do it with either. It depends. Alcohol based scents help with diffusion of EoW and oil based scents will hold it closer to the body so it’ll diffuse more slowly. Alcohol based products are harder hitting right outta the gate but burn off quickly in warm climates so you may need to refresh them periodically. Oil based products are longer lasting in the heat so reapplications are needed less often. So, which one you choose depends on the circumstances/environment you’ll be in and how close you’ll be to your targets. Try both ways and see what works best for you.
When mixing Eow into perfume/cologne you don’t wanna start by dropping drops into a big bottle. You might not like the metamorphosis and then you’ll have mucked up the whole bottle. Start by decanting some of the perfume into a smaller 10ml bottle and then add a few drops of EoW. EoW has a tendency to “bloom”, that’s why you don’t want to start by adding too many drops at first. Shake the bottle and set it aside to mature for a few days. Then check it and if it smells OK to you, take it for a test spin.
If you find reactions are less than expected you might need to add a few more drops. Scents that work well for hiding the smell of EoW are sweet, fruity, vanilla and spicy/incensy. Personally I’m not fond of sweet scents but if you like them the infamous Pink Sugar from Aqualina is a long time favorite of the ladies. Good dupes of it in alcohol/oil are available from several online vendors. The latest version of EoW is more mild smelling than previous versions because they removed one of the stinkier notes (indole). So, as long as it’s a fairly strong scent you shouldn’t have a problem mixing in EoW.
Another nice way to use EoW is to put a few drops into some strongly scented body lotion. You can do it as described above, if you don’t want to sex up an entire bottle of lotion. Or, you can just put a nice size blob of lotion into your palm…add a few drops of EoW to it…smush it around to incorporate it into the lotion and slather it on. Again doing it that way slows down diffusion a bit but it still gets out there and it helps if you’re in close proximity to your target. Please don’t be put off by our use of the term “target”. Somewhat crass, granted, but it’s how we cut to chase instead of saying “the object of your affections”. 
Hopefully after whacking your “target” to kingdom come with EoW, he’ll be upgraded to “boyfriend” and can be called by name, lol.
I should mention that if you’re a young woman and not on The Pill, you’re already producing plenty of your own copulins. You don’t need to over supplement yourself with EoW, so if that’s the case, easy does it. If you’re on the pill, at any age, your copulins production is nada. As women age their natural copulins production declines and when they are post-menopause, they no longer produce copulins. (Thank The Lord Jesus they come in a bottle!!! 
) Therefore many older women find that they need to use several drops of EoW to achieve the desired reaction. So whether they use a little more or a little less EoW depends on the gal.
The important thing to keep in mind when choosing to use copulins for attraction is to use them appropriately. Consider who you’ll be with, where you’ll be, what you’ll be doing and where you’ll be doing it because copulins signal very clearly that you are ready and willing for sex. That is the message and that message does not discriminate as to which males it effects. If you send the message be prepared for all kinds of incoming! Young, old, blind, creepy and/or crazy…they’re comin’! Forewarned is forearmed and every girl needs to be. Especially when she applies a product that has been reported to raise men’s testosterone levels by up to 150% within fifteen minutes!
