I used to work in DC.
What about the museums? Should still be a few tourists around.
If I were back in DC, I’d hit the metro during the morning/evening rush. No telling what you might draw out of those crowds with the right mix.
It´s rainy and what do women when it´s rainy … they head to a shopping center !
Railway stations are great too … if the have a large shopping mall added ..
