Before you give-up on the NPA, have a read of these two threads, which cover or link to a lot of info on using it effectively.
It sounds to me like you are trying to use it straight from the bottle, undilluted - Which is a recipe for OD if you ask me. It also needs to be mixed with a scent to work well.
Have you looked at your behaviour/body language as well? IME, all the advantage of pheros are lost if you are not congruent with the signal they send.
