What punishment is suitable for this?

WASHINGTON — A Duke University official has been arrested and charged with offering his adopted 5-year-old son for sex.

Frank Lombard, the school’s associate director of the Center for Health Policy, was arrested after an Internet sting, according to the FBI’s Washington field office and the city’s police department.

According to an affidavit by District of Columbia Police Det. Timothy Palchak, an unnamed informant facing charges in his own child sex case led authorities to Lombard.

Authorities said that Lombard tried to persuade a person — who he did not know was a police officer — to travel to North Carolina to have sex with Lombard’s child.

The detective’s affidavit charges Lombard identified himself online as “perv dad for fun,” and says that in an online chat with the detective, Lombard said he had sexually molested his son, whom he adopted as an infant.
The court papers say Lombard also invited the undercover detective to North Carolina to have sex with the young boy, and even suggested which hotel he should use.

Lombard was charged in federal court in Washington with attempting to induce someone to cross state lines to engage in sex with a child. If convicted, he could face a maximum sentence of 20 years in prison. Lombard’s lawyer did not immediately return a call seeking comment.

Michael Schoenfeld, vice president for public affairs at Duke, said Lombard has been employed with Duke University since 1999. He is now on unpaid administrative leave.

“Duke is cooperating with the investigation,” Schoenfeld said. He said the university was notified of the incident after Lombard was arrested.

Authorities executed a search warrant Wednesday evening at Lombard’s home, according to court documents. The papers show investigators seized two webcams, five computers and a sex toy, among other items.

In the old days in England and I mean a good few hundred years ago the Lord of the district would order a rope to be put over a old oak tree and the evil doer was hanged. No court or judges his word was law, the people would have demanded nothing less.

Today I believe in the death penalty and that deserves nothing less than death, no sitting on death row for 15 years. The guys deserves to die.

I prefer slow torture, in this case.

Duke employee arrested on child sex charge: (http://www.wral.com/news/local/story/5445704/)
42-year-old Frank Lombard of Durham, North Carolina has been arrested for allegedly offering his adopted 5-year-old son up for sex over the internet. Lombard is also associate director of the Center for Health Policy at Duke University and has been placed on unpaid leave.
An FBI informant allegedly saw Lombard online performing sex acts on an African-American child believed to be one of his adopted sons.
As an adoptee myself this next part really disgusts me to no end. The following is from a chat between Lombard and an undercover agent. In the chat transcript, “F.L.” is asked how he got access to a child so young. “Adopted,” he replied, and said that the process was “not so hard … esp (sic) for a black boy.”
In the chat, “F.L.” told Palchak that abusing the child was “easier when he was too young to know what was happening and when he couldn’t talk …He had a little too much Benadryl. Was knocked out.”

Durham, N.C. — Agents from the FBI, SBI and Durham police officers arrested a Duke University employee Wednesday, alleging that he solicited an adult to have sex with his adopted 5-year-old child.

Officers of the Washington, D.C., Metropolitan Police Department and the FBI’s Charlotte Division worked together to investigate claims against Frank M. Lombard, 42, of 24 Indigo Creek Trail in Durham.

Duke official charged with sex offense

Lombard is associate director of the Center for Health Policy at Duke. Duke Vice President for Public Affairs Michael Schoenfeld said Lombard was placed on unpaid leave at the time of his arrest and that the university was cooperating with the investigation.

According to the affidavit for his arrest, an undercover officer from the Washington police identified Lombard through an Internet sting. The affidavit contains graphic descriptions of sexual acts and outlines the case against Lombard.

The affidavit says the FBI was tipped off to his activities by an unnamed informant who also faces charges in a child sex case.

The affidavit describes conversations in which the informant told the FBI he had online video chat sessions using a software program called ICUii with a user who identified himself as “cooper2” or “cooperse.” A subpoena of account information from ICUii connected Lombard to the “cooper2” user name, the affidavit says.

The affidavit says the informant described “cooper2” as a white man in his mid-40s, tall and of medium build, clean-shaven with brown hair and wearing glasses. The informant told agents that he saw “cooper2” perform sex acts on a young African-American child via these online chats on multiple occasions. The affidavit said the informant’s description of the man he met online corresponded with the description of Frank Mccorkle Lombard.

ICUii also shared with the FBI a complaint filed in January 2007 against Frank Lombard from another user. That user alleged Lombard said he “was into incest” and had adopted two African-American children, the affidavit says.

On Monday, according to the affidavit, Det. Timothy Palchak of the Washington Metropolitan Police Department, chatted online with a person using the name “F.L.” Palchak said “F.L.” described specific sex acts he had performed on a 5-year-old child and said that he lived in Durham.

A search warrant filed for Lombard’s house further outlines the case against him, and includes a transcript of the chat between Palchak and “F.L.”

In the chat transcript, “F.L.” is asked how he got access to a child so young. “Adopted,” he replied, and said that the process was “not so hard … esp (sic) for a black boy.”

In the chat, "F.L.” told Palchak that abusing the child was “easier when he was too young to know what was happening and when he couldn’t talk …He had a little too much Benadryl. Was knocked out.”

In a subsequent online chat, the warrant says, “F.L.” invited Palchak, who he did not realize was a police detective, to fly to Durham to have sexual contact with the child. He even suggested a hotel.

Lombard faces a federal charge of attempting to induce someone to cross state lines to engage in a sexual offense. He was being held without bond at the Durham County jail Friday. A conviction would carry a maximum sentence of 20 years in prison.

When officers arrived at Lombard’s home Wednesday, two children were present, the FBI said. Both were taken into protective custody by the North Carolina Department of Social Services.

Lombard has retained an attorney, but multiple attempts to contact him Friday afternoon were unsuccessful.
Digital forensic investigator Giovanni Masucci is not connected to this case. He said he has seen cases like this one and they are disturbing.

“You are seeing a lot of bad things. You are talking to bad predators. You are seeing bad photographs. Yes, it can get very disturbing,” Masucci said.

Ugh. Disgusting. Honestly what were these guys thinking?! Geeze go get some hookers or gigolos to relieve the sexual frustration while they are still available not a 5 yr old baby…

The graphic content almost made my eyes water and my stomach nauseous. They surely did a magnicificent job in f**king up that child psychologically and physically. Hopefully the kid will see a counsellor or something. It’s really difficult to get over a trauma like this…

As for what punishment this perv deserves?

To remain in a dark cell, with no windows, no sunlight, no walking outside and obviously no bail for life. This guy needs to know what major depression feels like. Which is what the kid is probably going to experience (…or maybe more…poor thing).

Good lord, I’m all pissy now…ughhhh I hate child molesters with passion (no pun intended!)

I agree, it’s disgusting beyond words! I hear quite a bit about cases like this one unfortunately… My sister is a forensic psych who works in a maximum sexurity prison for males and her “sub-speciality” is paedophiles and child murderers :frowning: I personally couldn’t cope emotionally with her job!

Unfortunately I don’t think you can get the death penalty unless you’ve actually killed the child but at the very least this guy should be put away for life in a maximum security prison where the inmates have been told who he is and what he’s done… Paedophiles aren’t exactly the most popular of inmates in prisons…

This is a law that is worthy of changing. Twenty years maximum sentence with parole for good behavior is not sufficient for a predator of this type. This is one that should be life without possibility of parole doing hard time. This man is an animal and should never be allowed to roam free amongst humans.

Diane

I fixed it some, but it still is not fitting of the crime.

Considering Lombard is gay, I doubt he would consider that punishment.
