Traveling with my pheros ( how to pack, and what to wear tips )

at the bottom of my bag, I saw a notice from Department of Homeland Security stating that my bags were randomly selected for security check. WHAT? Connecting the dots together, it appears that they decided to empty out one of the bottle and unlucky one happened to be P103. Perhaps they were running a lab test on strangely looking bottle containing liquid with an enigmatic code.

Is this possible ?.. can the police deparment open your bags without permission, and take any suspicious thing?

even if you have a padlock in the zip of the bags?..
