Sad thing is, this is entirely possible – I have 45 first cousins. Not including the half, step, adopted, fostered, once-removed, second, etc…We quit counting. Sometimes strangers show up at family gatherings, and we ask if they are related. (They could just be lost strangers in public places, or friends or SO of someone who is, but most often, they are family.) 
However, I actually think this is a case of Nice AND Meek. When meeting someone for the first time, I’m not sure if they like me, and if they don’t show it, I don’t think I like them, so I don’t start things.
