I was shipped a bottle of a314, but when I got it the bottle was wet (may have been from the t0-go bottle they sent as a gift) But one of the two were leaking, and looking at the bottle of a314 there seemed to be only 3/4ths full. Or maybe this is the normal fill for it?
That looks about right - A314 oil needs an amount of airspace in the bottle for the dropper to work accurately.
I know this often startles/concerns a good number of new users but you will still have a full 10ml in the bottle and I would guess the TOGO is the culprit for leaks.

Yes, togos can be prone to leaking - esp if they have been in the hold of an aircraft, pressure issues? AD seems to be getting a handle on it tho. I’m seeing a lot less complaints on here than a few months back. IIRC most togos now come taped, which helps a lot.
Yeah mine came with tape on em. It helped a little, but there was still some leakage. Nothing to complain about really.
I know this was already answered but I wanted to give you a verification in an official capacity that your bottle looks correct. 
Also oddly it can change its apparent volume with temperature - oil expands/contracts with extreme temperatures. Its another reason why we don’t fill the entire bottle.
You are still getting your appropriate volume by the way - the extra gap is in the bottle design. For example when we get the 15 mL bottles they can actually fit more than 15 mL of product.
